ALBUQUERQUE – APD’s HRVU (High Risk Victim Unit) arrested William Shawn Cates, 50, after learning he had solicited sex from a 14-year-old human trafficking victim.

On January 3, detectives arrested Tajahnae Maryann Johnson and Roderick Norseweather on human trafficking charges. Detectives learned through their investigation that Cates had come into contact with the 14-year-old victim in the human trafficking case.

Johnson and Norseweather brought kidnapped teens from California on a multi-state under-age human trafficking ring. They were caught and charged by the Albuquerque Police Department.

Before the human trafficking arrest, Cates observed the victim along Central Avenue and offered to give her a ride. Cates took the victim to local hotel room and paid the 14-year-old victim to have sex with him.

Cates is being charged with the following:

  • Criminal Sexual Penetration of a Minor
  • Patronizing Prostitution

HVRU continues to conduct operations along Central Avenue to address crime concerns. The operations also include providing resources to individuals.
