UPDATE:
Governor spokeswoman Leah Black said costs are charged at the end of the trip but NM Partnership is paying for the airfare; the state is paying for lodging.
We sent an email back seeing if she is taking a New Mexico State Police security detail to Japan. We will update if the office returns our e-mail.
